HIMARS supply and emergency assistance announced for Ukraine

The US government has announced additional security assistance and the possible emergency foreign military sale of rocket artillery to Ukraine.

The Department of Defense’s most recent security assistance includes additional munitions for Patriot Air Defense System and the National Advanced Surface-to-Air Missile System.

The newly announced security assistance package also includes Stinger anti-aircraft missiles, Western launcher integration equipment, missiles and radars, High Mobility Artillery Rocket Systems (HIMARS) and ammunition, 155mm and 105mm artillery rounds, Bradley infantry fighting vehicles, M113 armoured personnel carriers, mine-resistant ambush protected vehicles, trailers to transport heavy equipment, and high-speed anti-radiation missiles.

In addition, the package includes Javelin and AT-4 anti-armour systems, precision aerial munitions, small arms, small arms ammunition, grenades, demolitions munitions, obstacle-clearing equipment, coastal and riverine patrol boats, spare parts, training munitions, maintenance equipment, tube-launched optically-tracked wire-guided missiles and chemical, biological, radiological, nuclear protective equipment.

“The United States will continue to work together with some 50 allies and partners to ensure Ukraine’s brave defenders receive the critical capabilities needed to fight Russian aggression,” according to a US Department of Defense statement published on 10 May.

The US State Department has also recently approved a possible emergency foreign military sale of three HIMARS, plus equipment and support to the government of Ukraine.

The possible sale, announced on 10 May, includes the HIMARS, logistics and program support worth around US$30 million, to be funded by the government of Germany on behalf of Ukraine.

“The Secretary of State has determined and provided detailed justification that an emergency exists that requires the immediate sale to the government of Ukraine of the above defence articles and services in the national security interests of the United States, thereby waiving the congressional review requirements under Section 36(b) of the Arms Export Control Act, as amended,” according to the US Defense Security Cooperation Agency.

“This proposed sale will support the foreign policy goals and national security objectives of the United States by enhancing Ukraine’s ability to defend itself and respond to continued Russian aggression.

“This will be a sale from US Army inventory. There are no known offset agreements proposed in connection with this potential sale. Implementation of this proposed sale will not require the assignment of any additional US government or contractor representatives to Ukraine.

“There will be no adverse impact on US defence readiness as a result of this proposed sale.”
