Latest round of Defence Strategic Policy Grants program now open

Defence is fostering original, independent research and public policy engagement through the 2025 round of its annual Strategic Policy Grants Program, with applications now open.

Now in its sixth year, the program broadens public debate, strengthens partnerships and informs Defence’s strategic policy development by funding independent projects on strategic issues relevant to Australia.

Over the years, the Strategic Policy Grants Program (SPGP) has supported a variety of impactful initiatives, including policy papers, education courses, roundtable discussions, articles and dialogues.

Dr Sheridan Kearnan, First Assistant Secretary for strategic policy, announced that approximately $3.5 million in total grant funding will be available in the 2025 round, saying, “In a rapidly evolving strategic environment, fresh ideas and innovative thinking are vital to ensuring Defence’s strategic direction remains effective.”

The SPGP is an annual, open and competitive funding initiative that supports independent, strategic policy-focused research and activities such as conferences, dialogues, seminars and scenario exercises.

The SPGP aims to advance Defence’s mission by:

  • Enhancing public debate on Australia’s strategic and defence policy options.
  • Contributing to the development of defence and national security policy and strategy.
  • Strengthening international and domestic partnerships.
  • Expanding participation in strategic and defence policy discussions.

Kearnan said, “The program seeks diverse perspectives, welcoming contributions from emerging voices as well as seasoned Defence and national security experts.

The program seeks to achieve the following outcomes:

  • Publication of original, well-informed policy-relevant research.
  • Engagements between Defence and non-government experts.
  • Events and activities involving international and domestic counterparts.
  • Cultivation of emerging talent in Australia’s strategic and defence policy landscape.

In order to be eligible, applicants must hold an Australian Business Number (ABN) or equivalent business registration number, while joint applications are permitted, provided they designate a single project lead and organisation. To qualify, proposed activities must:

  • Align with Defence’s mission, purpose and priorities.
  • Fulfil one or more SPGP objectives and outcomes.
  • Be new, unfunded and distinct from routine activities.

“We strongly encourage applications from those with well-aligned, high-value and influential insights on Australia’s future defence and security needs,” Kearnan said.

Applicants are encouraged to address one of Defence’s priority policy questions but may also propose ideas aligned with the strategic priorities outlined in the National Defence Strategy.
