The Western Australia government has called for industry engagement as part of an early market engagement exercise for the development of a large vessel dry berth at the Australian Marine Complex in Henderson.

The Western Australia government has called for industry engagement as part of an early market engagement exercise for the development of a large vessel dry berth at the Australian Marine Complex in Henderson.

Following the release of the Australian Marine Complex (AMC) Strategic Infrastructure and Land Use Plan (SILUP) and the Building Western Australia’s Defence Industry – Australian Marine Complex Infrastructure Strategy, the WA government is undertaking an early market engagement exercise for the development of a large vessel dry berth at the AMC in Henderson, Western Australia.

The proposed large vessel dry berth at the AMC would primarily support the large-hulled vessel build and sustainment needs of the Department of Defence and Royal Australian Navy, and also enable the attraction of new commercial opportunities.

The Department of Jobs, Tourism, Science and Innovation (JTSI), Defence West and DevelopmentWA are progressing this early market engagement exercise to understand industry’s interest in a large vessel dry berth at the AMC, focusing on the following areas:

  • Funding;
  • Design;
  • Construction;
  • Operation; and
  • Use.

To commence this early market engagement exercise, an industry briefing session will be held on Tuesday, 15 December 2020 at 9:00am – 10:00am AWST at the AMC Jakovich Centre in Henderson, and will also be broadcast online.

The briefing session will be presented by:

  • Andrew Williams, general manager Industrial Lands Authority, DevelopmentWA;
  • Rear Admiral Wendy Malcolm, CSC, Head Maritime Systems Division, Capability Acquisition and Sustainment Group; and
  • Simon Bell, director infrastructure development Defence West, Department of Jobs, Tourism, Science and Innovation.

If you would like to attend this industry briefing session either in-person or online, please RSVP by 5:00pm AWST on Friday, 11 December 2020. Due to COVID-19 restrictions, in-person attendance at the briefing session may be limited.

Confirmation of registration and the link for the online broadcast will be provided following the close of the RSVP period.

Prior to the industry briefing session an engagement document will be released outlining the WA government’s high-level requirements and inviting industry to respond:

  • Interested parties will have until 2:00pm AWST on 25 February 2021 to respond in writing;
  • It is not required to participate in the industry briefing session to provide a response to the engagement document;
  • Any responses received will be for information only. There is no guarantee that this early market engagement exercise will lead to an expression of interest (EOI), request for information (RFI) or request for proposal (RFP) process; and
  • Responses received as part of this early market engagement exercise may be considered as part of the data gathering for demand refinement, user requirements and technology and delivery solutions for a large vessel dry berth in the Integrated Infrastructure Program package of studies, which will be progressed by JTSI in early 2021.
