United States Deputy Secretary of Defense Dr Kathleen Hicks signed the Joint All-Domain Command and Control (JADC2) Implementation Plan in mid-March, providing a framework for the enhanced interpretation and use of data on the modern battlefield.

According to the DoD, the new plan would enable the US military to “sense”, “make sense” and “act” on large volumes of data collected from the battlefield via automation, AI, machine learning and predictive analytics.

"We must maintain continued focus and momentum on these initiatives and programs which enhance Department capabilities to face current and future threats," Deputy Secretary Hicks said.

"Command and Control in an increasingly information-focused warfighting environment have never been more critical. JADC2 will enable the DoD to act at the speed of relevance to improve US national security. JADC2 is delivering capabilities beginning now, and it will continue to be funded in the coming years."

Under the plan, the JADC2 strategy will be managed by the JADC2 Cross-Functional Team (CFT) first unveiled in June 2021.

"This step represents irreversible momentum toward implementing the JADC2 Strategy and concepts the Department announced earlier this year," General Mark Milley, Chairman of the Joint Chiefs of Staff, said.

"This is about dramatically increasing the speed of information sharing and decision making in a contested environment to ensure we can quickly bring to bear all our capabilities to address specific threats."

While much of the implementation plan is still classified, the available document lists the requirements of JADC2 and ensure the integration of new C2 into existing command and control processes.
