New chair, non-executive directors for ANI board announced

Deputy Prime Minister and Defence Minister Richard Marles and Finance Minister Katy Gallagher have announced the latest appointments to the Australian Naval Infrastructure (ANI) board.

Deputy Prime Minister and Defence Minister Richard Marles and Finance Minister Katy Gallagher have announced the latest appointments to the Australian Naval Infrastructure (ANI) board.

The Albanese government is pleased to announce the appointment of the following directors to the Australian Naval Infrastructure (ANI) board:

  • Ronald Finlay AM as chair, for a three-year term commencing 11 December 2024.
  • Major General Kathryn Toohey AM CSC (Ret’d) as a non-executive director, for a three-year term starting 11 December 2024.
  • Andrea Hall as a non-executive director, for a three-year term beginning 14 February 2025.

Deputy Prime Minister and Defence Minister Richard Marles congratulated the new board chair on his appointment, saying: “I congratulate Mr Finlay on his appointment as chair to the ANI board. His extensive experience in major construction and engineering projects and as a board chair, coupled with his past role advising the Australian government on naval shipbuilding projects, will stand ANI in good stead for the future.”

Finlay brings over 40 years of experience in major construction and engineering projects, including numerous high-profile Defence initiatives. He previously served on both the Australian Naval Shipbuilding Advisory Board and the Naval Shipbuilding Expert Advisory Panel.

An accomplished board chair and non-executive director, Finlay currently serves as the independent chair of WestConnex.

MAJGEN Toohey (Ret’d) has over 30 years of Defence experience, most recently as head of the force integration division within the Vice Chief of the Defence Force Group. She also serves as a non-executive director on the boards of Austal, Defence Health, Cylnet International, GWS Giants, and Basketball ACT.

Hall is a seasoned non-executive director and chair of audit and risk committees, with more than 35 years in the financial services sector. A chartered accountant, Hall currently holds a non-executive director and audit chair roles with the Commonwealth Superannuation Corporation and Evolution Mining boards and serves as non-executive director and chair of audit and risk committees for Perenti and Western Power.

“I look forward to working with Major General Toohey (Ret’d) and Mrs Andrea Hall on the board and welcome the varied skills and experience they bring. Mrs Hall is a highly experienced non-executive director and audit and risk chair, and Major General Toohey’s Defence experience, in particular, will be an asset as ANI delivers significant works, including the nuclear-powered submarine construction yard at Osborne,” the Deputy Prime Minister added.

The government extends its gratitude to Lucio Di Bartolomeo and Janice van Reyk for their dedicated service to the ANI board since 2017.

Under their leadership, ANI has achieved significant milestones, including the 2020 completion of the state-of-the-art Osborne South Yard, integral to the Hunter Class frigate project and future Hobart Class destroyer construction.

Minister for Finance, Senator Katy Gallagher, said: “These appointments will help steward ANI to deliver the infrastructure for the nuclear-powered submarine build project. I congratulate Mr Finlay, Major General Toohey, and Mrs Hall on their appointments and thank them for bringing their wealth of experience to the company.”

Their expertise and leadership, as board chair and chair of the audit and risk committee, respectively, have been pivotal to ANI’s success.
