Innovation as strategic imperative: Australia’s path to asymmetric advantage

Australia confronts a strategic paradox. We inhabit an Indo-Pacific in which state actors possess numerical advantage, territorial proximity and resources that dwarf our own. We cannot compete through mass. 

Yet we need not. 

The 2026 Defence Innovation, Science and Technology Strategy recognises what military strategists have understood since the Cold War: asymmetric advantage accrues not to those with the biggest budgets, but to those who innovate fastest and integrate those innovations into operational capability most effectively.

This is the genuine promise of the strategy. And it is also the source of profound risk if Australia fails to deliver on that promise.

The strategic environment has shifted seismically in recent years. The character of warfare is being redefined by the convergence of artificial intelligence, autonomous systems, quantum computing and distributed sensing architectures. 

Nations that master this convergence that can develop, test, iterate and operationalise these technologies at pace will shape the battlefield. Those that do not will become passive actors in conflicts not of their making.

For a middle power like Australia, this transformation represents opportunity. We are not encumbered by the legacy defence industrial base that constrains larger powers. We are not locked into Cold War procurement pathways or platform-centric acquisition models. 

We possess a world-class research ecosystem, leading universities in critical domains, and a population educated in the technologies that matter: AI, quantum, advanced manufacturing and autonomous systems. 

We also possess something less tangible but more valuable – a culture of pragmatism and a willingness to challenge conventional assumptions about how problems should be solved.

The question is whether we will exploit these advantages or squander them.

Innovation is not an abstract good. It is not about publishing papers or winning competitions. For defence, innovation means one thing: delivering military capability that denies adversaries their assumptions and creates space for Australian interests to be advanced. 

An autonomous system that can operate in environments too contested or too denied for crewed platforms creates asymmetric advantage. An AI-enabled decision support system that compresses the decision cycle from hours to minutes creates advantage. A quantum-secure communications network that cannot be decrypted by adversaries creates advantage.

These capabilities are not decades away. They are being developed now, in laboratories across defence, science and technology, in university research programs, and in emerging defence-tech companies. 

The challenge is not research. The challenge is translation moving from laboratory prototype to operational capability to deployed doctrine at a tempo that matches the rate at which the technological landscape is evolving.

This is where strategy meets execution.

The 2026 Defence IS&T Strategy establishes the right priorities and acknowledges the right imperatives, speed, integration, experimentation and partnership between Defence, industry and academia.

But strategy divorced from capital is merely aspiration. Without access to venture funding, private equity and commercial capital markets, Australian innovators will continue to develop world-class capabilities that the Australian Defence Force cannot afford to operationalise, or worse, migrate offshore and benefit our competitors.

The articles that follow examine this ecosystem from multiple angles. They explore how innovation is reshaping military capability. 

They identify the capital mechanisms that allied nations have deployed to accelerate innovation. They argue for policies that would unlock Australia’s innovative potential and allow us to convert our intellectual advantage into operational advantage.

The stakes are not abstract. 

They are about whether Australia can maintain the technological edge required to deter adversaries and defend national interests in an era of great power competition. Innovation is not the answer to every strategic challenge. 

But without it, we have no answer at all.

The time to act is now.
